Dear Governors and Senators,
I am writing this letter to you on behalf of the members of
our organization, and the millions of people we reach. For nine years we have
searched for that one perfect way to help the greatest number of people, with
issues ranging from missing children to natural disasters and even terrorist
attacks. While it seemed an impossible task, we have found a small group of new
technologies and ideas that can help find missing children, alert those who are
most at risk during natural disasters, terrorist attacks, etc. Today, we
are asking you to "publicly" promote funding
for emergency alert systems such as Reverse 911, CityWatch, and
like technologies.
Reverse 911, CityWatch, and other systems
like them are designed for emergency personnel such as fire departments and the
police to be able to send out emergency notification in the event of a missing
person, wildfire, bomb threat, tornado, major storm, escaped criminal, chemical
spill, radiation leak or even a terrorist attack. These systems, already
in use in hundreds of cities across the United States and Canada work by
allowing emergency personnel at 911,at their option, to send a broadcast alert,
by telephone to target areas of the local population alerting them to a crisis
situation.
911 Safety Net technologies can aid
emergency workers in a variety of situations. For instance if the police
need help in finding a missing child they can request that the 911 operators
have the system broadcast a message saying, "This is a recorded message from
police dispatch at 911. Please help us find a missing child, he is 3 years
old, wearing blue shorts and a white shirt. If you see him, please call
911 immediately". In other emergencies, such as a terrorist chemical
attack the system could be used to call citizens in the target area to advise
them to close their windows and doors and stay inside until the area has been
decontaminated. In the event of a nighttime wildfire with high winds
lives might be saved by the fire department using the system to send out a
message by phone to sleeping residents alerting them that a fire is moving in
their direction, and what the safest evacuation route is. The
possibilities for saving lives are endless.
The types of technologies we are asking you to publicly
promote already exist, they are already saving lives in hundreds of cities, but
there are tens of thousands of cities where they are not yet being used. What
we are asking for is clear and straight to the point. We want your help
promoting funding for these life saving technologies at the state, federal and
local levels.
